Due to conditions, the decision was made to lay a temporary surface to get the crossing open, and then mill and replace the top layer when the other two tracks are done the next weekend.
Finally, the cold and wet weather actually helped as the hot asphalt must be cooled before it can carry any weight, creating a light fog in the process.
PennDOT and SEPTA personnel examine the condition of the new roadway ...
before opening it up to traffic at 2:30 PM, one and a half hours ahead of schedule.
