When the CC201s from the first production batch was due for major overhaul in 2001, it was decided to rebuilt them into more advanced locomotives.

These locomotive would featured a more powerful engine with two-phase turbocharger (similar to those at CC203),AC-DC trainsmission system, altered gear ratios, and GE Brightstar Sirius computer.

Eight locomotives were allocated for this program. But unfortunately, due to financial problem within Indonesian State Railway, only four locomotives were eventually rebuilt into a full CC204. The rest were rebuilt into the express version of CC201 which featured all of the above features, except the Brightstar computer.
