Conrail Shared Assets Operation (CSAO) local FJ10 with NS Horsehead SW1001 2106 crosses State Road to pick up an empty tank car at the Samuel Baxter Water Treatment Plant in Philadelphia before returning to Amtrak's NEC and heading north to Eddington PA.
