8000-8004 equipped with Vapour OK-4516 steam generator.

Only one order of 13 road switcher units was placed to dieselize Esquimalt & Naniamo.
Only Baldwin could deliver when required due to order backlogs at EMD and Alco.
Canadian Locomotive Company was licensed by Baldwin Locomotive Works to supply Canada.
Because E&N was isolated from the CPR system it was felt less likely to interfere with
overall operations should diesels not prove suitable.

Note: Units were built without M.U. controls due to small train sizes.
They were later (c.1961+) equipped with non-standard 21 pin m.u.
and therefore could only operate in multiple with each other.
