Massawa Docks

The docks at Massawa served a vital role in supplying materiel and
equipment for Kagnew Station. Frequently, in my era, this cargo came
via CONEX boxes, a precursor to Multimodal Shipping Containers. Interestingly
enough, the above picture was taken well into the Kagnew Station era and
the cars are still marked with F.E. Another question at hand is the
railway had 12 meter flats and gondolas. Why did they bring 7 meter
cars to do this job?
