Red Blinking Light on a Locomotive

After visiting the Red Cross donation in town,
I went near the tracks in Plover to see if the local switch engine got back in town.

And I see something new by the coupler, but I don't know what it is.

There's a red and white vertical stick with a red light, near the coupler.

I would think of it as a FRED, but maybe a very compact version.
But I don't know if that is how it is used.

The top of it blinks for one second in about every 5 seconds, and after a half dozen pictures I got one with it lit.
