Running ahead of the TLM are a number of MOW pieces preparing the way. One of the things that has to be done is remove any old concrete ties that might jam the equipment, especially those that may have deteriorated.
While most wooden ties were removed from the NEC over 30 years ago for the express tracks and almost 15 for the local tracks, they can still be found in the interlockings where the TLM can't run, so the tie gang has to take care of them on an individual basis.
Behind the tie gang was the Loram ballast cleaner.

While most railroads use ballast hoppers, Amtrak has its own cars for the purpose: AMTK 14620 in old MOW orange and ...
AMTK 14611 in new MOW yellow. The cars were built by Plasser American specifically for use with ballast cleaner systems and Amtrak owns about two dozen of them.
On the tail end is a Loram caboose that travels with the RailVac.
And as the passing Acela Express illustrates, the ballast is in need of cleaning.
