Booklets could be purchased at railway station restaurants (called beaneries), and the coupons redeemed for meals, etc.
An employee had to sign a payroll deduction form, and the booklets were $5.00 each. The method sure fed a lot of CNR employees between paydays. As you might expect, they were wide open for abuse, and were often used as collateral in card games, etc. One could also buy cigarettes, etc. with them as well, as many larger beaneries had tobacco or newstands.
