This circuit was taken from the December 1986 issue of "NMRA Bulletin".

Circuit 4 and Circuit 5 show the power supply for this circuit and power boosting options, respectively.
4 GOR bulbs (1.5v) are used in this circuit.
For Chase Lights use a 7407 non-inverting driver in place of 7406.
As far as the application of this circuit to HO scale locomotives, one can use the the "angel hair" MP No. 145 bulbs and glue them together with super glue to form one unit. The hole in the locomotive can be bored out slightly to accomodate this unit or 3 bulbs can be used and connect the output pin 7 of 4017 to pin 15. Fiber optic strands can be placed in a 3/32" aluminum tube and the ends coupled to the bulbs. One could result to the krypton bulbs used for the mini flashlights. In this case the power supply for the amperage to power these bulbs would have to be considered.
