There are two types of steam locomotives which are currently in serviceable condition. The 442 series 0-4-4-0 Mallet (above for example) made by Ansaldo and the small 202 series shunter 0-4-0 (below for example) made by Breda. Six of eleven surviving locomotives have been rebuilt.

This picture of one of the Breda 0-4-0T shunting locomotives was taken
on the causeway between Taulud Island and Massawa Island in about 1951
In Italy the tradition was that a central design department owed by the State Railways was designing the locos, and the construction was shared among many builders, - Breda (Milano) was one of them, the others were Ansaldo (Genova) and Officine Meccaniche (Mechanical works) of other cities: Napoli, Saronno, Milano, Reggio Emilia. (Thanks to Renato Gaudio for the design-build process information.)
Mike Cunningham tells us in Locomotives International and that the current locomotives all came from Breda and Ansaldo.
