people People...
One of the last things added to a model railroad are the people.  It is a commonly underestimated element of a model railroad.  In a railroad of any size you should plan to have hundreds of them.  You can buy people decorated or undecorated and in any of dozens of poses.  

DECORATED PEOPLE:
Below is the quickest and easiest way to get people on your layout, buy decorated people.  The problem is they cost much more than doing it yourself.  These 5 people cost around $4.

Below are 6 other decorated people.  They came together for about $5.

UNDECORATED PEOPLE:
Below are the first of the people I decorated myself.  These came with the next group for about $4 total.  I paint them assembly line style.  For example, first I paint the skin color, then the khaki on the pants for some of them, etc.  This makes decorating them go fairly quickly.  All of the next three groups were done in two nights.  Remember to choose colors that go with your era.  Not many people in the late 70's were wearing poodle skirts, but lots of brown clothes were common as was denim.

Below are sitting people.  Great for park benches or for just plain relaxing on the job.

Below are drivers.  They have no legs below the knee.  This is great for putting into trucks, cars, or locomotives.  Don't forget to put plenty of people in vehicles.

Below is the major project coming up for me when it comes to people.  There are 130 people in this box to get painted.  Preiser makes great figures.  They come in literally thousands of poses.  I highly recommend them to populate your layout.
