B&O/C&O 1969 Operating Rules - Block Signal and Interlocking Rules
BLOCK SIGNAL AND INTERLOCKING RULES

   250. Where adjoining track sections are operated under different rules, trains or engines will be authorized to pass STOP indication in accordance with, and will be governed by, the rules in effect on the track section to which they are being admitted.

   250-A. A signal indication requiring Limited, Medium or Slow speed applies to the movement of entire train through crossovers or turnouts. A signal indication requiring Restricted speed applies until entire train passes next signal. When an indication requiring Restricted speed is displayed by a signal governing movement into other than Automatic Block Signal territory, Restricted speed applies to movement of entire train through crossovers, turnouts, interlocking limits and over power-operated switches protected by the signal.

   250-B. On main tracks only, a train or engine which has passed a signal displaying an indication in accordance with Rule B-282 (APPROACH LIMITED) ; 282, B-282-A (APPROACH MEDIUM) ; 284, B-284 (APPROACH SLOW) or 285, B-285 (APPROACH) will be governed as follows when the next signal is observed to be displaying an indication permitting higher speed: After definitely determining that the signal being observed is the next signal for the movement, such train or engine may be governed by the indication on the next signal.

   250-C. On portions of the road where Rule D-251 or 271 is in effect, trains originating within portions of the road where these rules are in effect, or regular trains more than 12 hours late on their schedule, will be verbally identified and authorized to proceed by the Train Dispatcher.

   250-D. On portions of the road where Rule D-251 or 271 is in effect, the movement of trains and engines will be supervised by the Train Dispatcher who will issue instructions to the Operators when required.

   Where signals are controlled by the Operator, he will inform the Train Dispatcher of the approach of trains in sufficient time to avoid delay and will not permit trains or engines to enter, cross over or foul a main track or other signalled track without permission of the Train Dispatcher.

SDSS Rules

Rules Governing Movement of Trains With The Current of Traffic on Two or More Tracks By Block Signals

   D-251. On portions of the road specified by special instructions, trains and engines will run with the current of traffic by block signals whose indications will supersede timetable superiority.

   When trains are moved against the current of traffic, Manual Block Rules are in effect.

   D-252. Trains must not enter, cross over or in any way foul a main track through hand-operated or spring switches until Conductor or Engineer has secured permission of the Train Dispatcher. Neither switches are derails may be hand-operated until permission has been secured. Such permission does not relieve employes of waiting for signal protection as prescribed by Rule 505.

   At locations where Switchtenders or Operators handle the switches, train or engine may accept hand signal to cross over or enter the main track. This will not relieve Switchtenders or Operators of securing permission of the Train Dispatcher for such movement, nor will such employes be relieved of waiting for signal protection in accordance with Rule 505 except when controlled absolute signals protecting main track movements over the switches involved have displayed STOP indication at least five minutes before switch or switches are operated.

   Note. Where these rules are in effect, Rules 501-519 are also in effect.

TCS Rules

Rules Governing Movement Of Trains In Either Direction On One Or More Tracks By Block Signals

   271. On portions of the road specified by special instructions, trains and engines will run in either direction by block signals whose indications supersede timetable authority.

   272. Trains or engines must not enter or foul the main track or other signalled track where these rules are in effect, nor cross over from one such track to another, except as governed by signal indication or on authority of the train dispatcher, obtained by the Conductor or Engineer.

   When trains or engines clear on any track, not provided with a absolute block signal to govern the movement from such track, the Conductor or Engineer must report clear to the Train Dispatcher.

   272-A. At non-electrically-locked hand-operated switches where the speed of trains is not permanently limited to 20 MPH, trains or engines must not clear or enter the main track unless the track is so designated in special instructions. Trains or engines using tracks on which they are not permitted to clear must leave part of train on signalled track or switch open until work is completed.

   273. Permission of the Train Dispatcher must be secured to hand-operate a switch to enter main track, or other signalled track. This does not relieve employe of compliance with rule 505 unless absolute block signal is provided to govern movement.

   274. Except as provided in Rule 275 or 277, a train or engine must not reverse direction within a block without the authority of the Train Dispatcher who must protect the movement. Movement must be made at Restricted speed to the next signal and flag protect will not be required.

   275. Trains or engines may occupy specific absolute block sections to work in both directions without flag protection when authorized by the Train Dispatcher. Conductor must make record of time, track and working limits, advising the Engineer accordingly.

   Conductor must report clear before time limit expires unless extension of time limit has been secured. Train or engine which has been reported clear must not again occupy the working limits without securing new authority.

   The authority to work does not relieve crew of compliance with block signal indications.

   When more than one train or engine is authorized to occupy the same working limits, the authority must include the requirements for such trains or engines to protect against each other, and the movement made at a speed that will permit stopping within one-half the range of vision regardless of signal indication displayed.

   276. When reverse movement is made under the provisions of Rule 274 or 275, and rear of movement is standing between the absolute block signals governing movement over power-operated switches, such switches must be protected in accordance with Rule 509-A(3).

   277. Where designated by special instructions that this rule is in effect, trains or engines may move or work in both directions within an absolute block section without flag protection. Movement must be made at a speed that will permit compliance with signal indications displayed. When necessary for work trains or yard engines to perform work, time and working limits will be secured from the Train Dispatcher before entering the working limits. Conductor will make record of time and working limits and advise the Engineer accordingly.

   When more than one train or engine is authorized to occupy the same absolute block section, the authority must include the requirement for such trains or engines to protect against each other, and movement will be made at a speed that will permit stopping within one-half the range of vision.

   Note. Where these rules are in effect, Rules 501-519 are also in effect.

Block, Interlocking and Other Fixed Signal Aspects and Indications

   280. Rules 281 through 286 will apply in Signalled Territory on C&O Railway exclusively.

   Aspects shown are those displayed on Color Light Signals.

   Absolute Signals are distinguished by absence of Number Plate. Number Plate on signal designates a signal which displays STOP AND PROCEED as its most restrictive indication.

   Aspects and Indications not in conformity with those listed in Rules 281 through 286 will be designated by special instructions.

   B-280. Rules B-281 through B-286 will apply in Signalled Territory on B&O Railroad exclusively.

   Aspects shown are those displayed on Color Position Light Signals and Semaphore Signals. The Night Aspects of Semaphore Signals display the position of blade and color of light. The shape and color of Semaphore Blades have no significance.

   Absolute Signals are distinguished by absence of Number Plate.

   Number Plate on Semaphore Signal designates a signal which displays STOP AND PROCEED as its most restrictive indication.

   Number Plate on Color Position Light Signal is used only to distinguish it from an ABSOLUTE Color Position Light Signal and permits operation in accordance with Rule 509-B.

   Aspects and Indications not in conformity with those listed in Rules B-281 through B-286 will be designated by special instructions.
