A model railroad can be successfully enjoyed with little or no
scenery. Nevertheless most model railroaders develop at least
some scenery and others find that creating scenery is a significant
part of a layout. One rule of thumb is to not start building
scenery until the layout has been successfully operated for at least 6
months. Changes to track and wiring are much more difficult on a
layout with extensive scenery.
