The following regulations will govern the use of watches by employees.

 

Rules 2 and 2-A, amended, shown on page 6 of current timetable No. 113 are hereby cancelled.

  1. The following employees will be required to provide themselves with standard railroad watches, as hereinafter specified, keep them in good condition and carry them while on duty. The use of watches which do not meet these requirements WILL NOT BE PERMITTED.
    • Trainmaster and Road Foreman of Enginemen and Assistant Yardmasters
    • Agents and Operators handling train orders and block signals
    • Track and B&B S
    • B&B Foremen
    • Machine Operators
    • Signal Foremen, Maintainers and Assistants
    • Track Foremen and Assistants
    • Track Car Drivers
    • Yard Foremen
    • Trainmen
    • Enginemen
  2. The following type watches will meet the requirements:
    1. Pocket watch, open face, at less 9 jewels, double re ler, lever set, adjusted to 5 positions, 16 size, American make.
    2. Following wrist watches:
      • Elgin make, 13 size, 23 jewels, B. W. Raymond Model.
      • Ball make, 13 size, 21 jewels, Official Railroad Standard, Model 1604-B.
      • Buleva Accutron (Electric)
      • Hamilton Railroad Special No. 505 (Electric)
Watches must be maintained in such condition that they will not vary form correct time more than 30 seconds in seven days. When employees are on duty, their watches must not be more than 30 second fast or slow.
New employees subject to these rules must provide themselves with an accepted watch within 90 days from date of employment.

#1 Special Instructions

Timetable No. 113

Present Rule 19 amended of Timetable No. 113 is cancelled.

 

Effective at once Rule 19 amended of Timetable No, 113 will read as follows:
Rule 19 amended. Appliances lighted or set for reflecting will be displayed on the rear of every train, as markers, to indicate the rear of the train.

Markers will show red to the rear except when train is clear of main track to be passed by another train.

When train is clear of main track to be passed by another train, markers will show green or yellow to rear.

A train not equipped to display markers as prescribed by Rule 19, will display a red flag by day and a red light by night at the rear of the train.

When a car or cars are handled behind the last car in a train equipped to display markers, the markers shall remain displayed on such car and in addition, a red flag by day and a red light by night shall be displayed on the rear end of the rear car. A business car or passenger coach equipped to display markers, when handled as the rear car in a train, will display markers indicating the rear of the train. When a car other than the caboose is displaying markers to indicate the rear of a train, the markers on the caboose must not be displayed.

Rule 83 (n) amended is changed to read as fellows:

A train must not leave its initial station, or other stations prescribed by Special Instructions, on any sub division, without clearance card of proper form. Under this rule Hallett, Owosso and Boat Landing are initial stations for all trains with the following exception:

Alexis will be initial station for westward DT&I trains operating directly from Temperance yard, Ohio via Toledo Terminal R.R. direction B main track, southwest wye, and AA eastward main track.

Rule 220 amended, last line paragraph 5 amended to read AA-848 or CT—48 instead of 61.  

First Sub Division

Toledo

The Toledo Terminal Railroad crossing diamonds in Ann Arbor main tracks at Boulevard have been removed,

 

On westward main track between Hallett arid Alexis, the turnout to C&O siding is out of service.

First Sub-Division — continued

 

Lead track to the 6 tracks in Kaiser Jeep Plant, Toledo, numbered from east to west 1 - 2 - 3 - - 5 - 6, leads off of tail end of Ann Arbor R.R. wye, Ottawa Yard.

 

Gates to plant are equipped with Ann Arbor, New York Central and Kaiser Jeep locks.

 

Switches are equipped with Ann Arbor and New York Central locks.

 

Movements over railroad crossing in plant are to be made by flagging crossing.

 

Diann Switch to new connecting track with DT&I R.R. at Diann located just west of westward home signal is remotely controlled by Towerman at Diann

 

Westward home signal at Diann will display signal aspect per Rule 290 in Ann Arbor Timetable No. 113 for movement into DT&I connecting track, and for movement into siding at Diann

 

Both eastward home signals on Ann Arbor Railroad at Diann interlocker have been replaced as follows:

  • New high home signal, equipped with blue light on dummy mast, will govern eastward movements on main track. Signal will display aspects in accordance with Rules 281, 290 and 292.
  • A new dwarf signal will govern eastward movements from siding and will display the following aspects:
  • Green indication for movement from siding to main track through interlocker, Speed not to exceed 10 MPH
  • Red indication per Rule 292.
  • Yellow indication, Rule 29 QA, governs movements from siding into wye.
  • Dwarf signal governing westward movements on the delivery wye track to Ann Arbor main track has been relocated to a point 250 ft. west of Diann Tower, displaying signal aspects Rule 290A and Rule 292.

Second Sub-Division

Owosso

Account shop track Owosso frequently blocked with cars, road engines must use main track in moving between enginehouse and yard whenever possible.

 

Rule 93 (A), Second Sub-Division, amended to read — Between State St. and Michigan Ave. Owosso, the main track is used jointly by AA and PC.

Ithaca

Train order signal Ithaca has been removed from service.

Cadillac

City ordinance which prohibits sounding of locomotive whistle within city limits of Cadillac is cancelled. Engine whistle signal must be sounded in accordance with Rule 14-L amended.

Eastward approach distant signal, Cadillac has been replaced with a color light signal displaying aspect per Rule 285-A.

Second Sub—Division - continued

Thompsonville

Thompsonville has been discontinued as a train order station.

Speed Restrictions — Where speed restrictions are shown in Train Orders, Bulletins or Timetable, they apply to entire train unless stated otherwise.
First
Sub Division - Do not exceed speed of 5 MAH on Fence track, Diann, between Home signal and west end.  

Do not exceed speed of 20 MAH around first curve west of west yard limit board, Ann Arbor.

Do not exceed speed of 5 MAH through siding Chilson.

Do not exceed speed of 35 MAH over diamond Ann Pere.

Second Sub Division

The maximum speed of trains between MP 107.8 and HP 236 and between MP 262 and MP 290.3 (Jct.switch) will be 35 MAH except where otherwise restricted to lower speed.

Cadillac 

 Do not exceed 15 MAH between House track switch, Cadillac and east siding switch Selma. This restriction account track circuit for automatic flasher light signals and applies to head end of trains or engines only.

P.R.R. spur crossing at Cadillac has been removed. Speed restriction of 8 NAH over P.R.R. spur crossing is cancelled.

Beulah

Do not exceed speed of 35 MAN over road crossings in Beulah.

Clearances - Employees are prohibited from riding on sides of Toledo cars between tracks 12 and 13, Ottawa Yard, and are also pro-hibited from walking between moving cars on these tracks.

Diann

Employees are prohibited from getting on or off moving car or engine on south side of new No. 4 track at Diann account poor footing.

Vernon

Pipe laying one foot from rail north side of track on bridge and pedestal at end of ties located west end north side of bridge MP 98.9.

Owosso

Protect against close clearance both sides of track serving the Owosso Iron and Metal Co., Woodards and Owosso Building & Supply.

Ithaca

Employees are prohibited from riding on roofs of closed cars while working in No, 1 track at Ithaca.

Alma

Look out for trucks, autos and other objects foul of track or at close clearance between Superior St. and Michigan Ave.

Cadillac

Buildings along former Wood Parts track do not clear man on side of car.

#3 Clearances — continued

Cadillac

At former Goodrich Rubber Co. plant (now occupied by Brooks & Perkins) building constructed adjacent to long “through” southerly track approximately 500 ft. south of entrance gates will not clear man on side of car and employees are prohibited from riding sides of cars on this track and cautioned to protect themselves against this condition.

Employees are prohibited from riding on top of freight cars on tracks serving Cadillac Malleable Iron Company.

Case's Siding

Employees are prohibited from riding on top of cars in Atlantic Lumber Company track.

#4 Tracks out of service of changed

Samaria

Samaria siding is relocated, East switch is located just west of Erie Rd. crossing MP 10.42. West switch is located just west of M-151 crossing, MP 11.46. Capacity is new 103 — 50 ft. cars.

Urania

Hospital track Urania is out of service permanently. Switch is spiked.

Ann Arbor

Blaess Coal track has been removed from service. Switch is spiked.

 

Spur track west end of Osmer siding, is out of service. Switch has been removed.

Durand

Team track Durand has been taken out of service. Switches have been spiked.

Elsie

West siding switch at Elsie has been removed.

Alma

Swift track and Old Republic track Alma have been temporarily taken out of service. Switches have been spiked.

Old Midwest Refinery lead track at Alma out of service beyond 300 ft. from Bridge Street track switch.

Mt. Pleasant

West switches to No. 12 and No. 13 tracks Mt. Pleasant have been removed, No, 12 and No, 13 tracks are now stubbed 100 ft. east of Pickard Ave.

Rosebush

West team track switch and west 300 ft. of team track have been removed. End of team track protected with a tie barricade.

Mc Bain

West end of siding has been retired. Siding connected at east end only. Capacity 25 - 50 ft. cars exclusive of engine.

Temple

Siding Temple has been permanently taken out of service and switches spiked.

Yuma

Yuma siding is now stubbed 1700 ft. west of east switch. Tie barrier protects end of track

Pamona

Gravel pit spur track east of MP 264 cannot be used. Switch is spiked.

#5 Restricted track

 

Following tracks restricted from use by locomotives equipped with 6 wheel trucks.

  • Whitmore Lake — Hoover Ball bearing
  • Dundee - Coal track at far end of Uptown track
  • Mt. Pleasant — Mill track

 

All other restrictions in timetable applicable to GP-35 locomotives will apply

 

Whenever it is necessary to use space cars to switch industry tracks account of engine restrictions, high cube or cars longer than 50 ft. must not be used for this purpose.

 #6 New Tracks

Pittsfield

New track designated as Pittsfield wye placed in service connecting Ann Arbor main track to Saline Branch track. Switch with facing point for westward movement is located at MP 40.42. Pittsfield wye switch on Saline Branch, MP S-1.90, may be left lined in either direction.

Ann Arbor

New track 265 ft. long with switch at east end, located 306 ft. west of Hill Street, Ann Arbor now in service. Name of track is “Thompson track” Locomotives are not restricted in this track.

Owosso

Following track changes between MP 107 and Corunna Ave. Owosso Yard.

  • Newly constructed track through Old Yard, Owosso connected to main track at MP 107 and 50 ft. east of Oakwood Ave, will serve as main track between these points.
  • Former main track between MP 107 and Oakwood Ave., is connected to run—around track and is redesignated “Shop Track”.
  • West end of Shop Track is connected to main track by switch at MP 107.
  • Old Yard tracks No. 1 and No. 7 are out of service.
  • Old Yard tracks Nos. 3, 4, 5 and Shop Track are connected on east end to main track by switch located approximately 600 ft. west of Oakwood Ave.
  • Shop track is now a stub track 340 ft. east of Oakwood Ave. Normal position for all switches connecting yard tracks to Shop track is lined and locked for Shop track.

Alma

Sugar track No, 6 has been restored to service and will serve the Alma Products Company.

Rosebush

New track designated as Custom Farm Service track placed in service, Switch with point facing for eastward move is located at MP 169.5. Derail is located 90 ft. east of frog. End of track protected with tie barricade, Capacity, derail to end of track, is 7 - 50 ft. cars.

#7 Crossing Signals

Ann Arbor

Starting circuits and time-out circuits for State St. crossing protection, Ann Arbor have been rearranged.

Starting circuit for westward trains is located 1840 ft. east of State St. for eastward trains 1330 ft. west of State St.

Westward trains after entering starting circuit must pass restart circuit marked with CS sign located 310 ft. east of State St. within three (3) minutes otherwise crossing protection will clear for vehicular traffic,

Eastward trains after entering starting circuit must pass restart circuit marked with CS sign located 375 ft. west of State St. within three (3) minutes otherwise crossing protection will clear for vehicular traffic.

If crossing protection clears for vehicular traffic, trains shall not exceed 8 MAH between CS sign and State Street.

Westward starting point on main track for control of crossing signals at Hoover Street, Ann Arbor is now located at west No. 2 track switch, Ferry.

To avoid excessive operation of signals, cars or engines should not be left standing between starting point and Hoover Street.

First Street

- Starting circuit for eastward trains is located 950 ft. west of liberty Street. If crossing is not occupied within three (3) minutes after entering starting circuit, flashing light signal will clear for vehicular traffic. To actuate flashing light signals again, eastward trains must pass restart circuit located 380 ft. west of Liberty Street marked with a CS sign, and are not to exceed 10 MAH between CS sign and Liberty Street to allow vehicular traffic ample warning of Approaching train.

Starting circuit for westward trains is located 780 ft. east of First Street.

Train crews, when eating at Ann Arbor, must leave their engine west of the CS sign which is located 380 ft. west of Liberty St.

Summitt Street

Main track starting circuits are located 1470 ft. east and 1440 ft. west of crossing.

Westward movements after entering starting circuit must pass restart circuit (CS sign) located 40 ft. east of crossing within three (3) minutes otherwise flashers will clear for vehicular traffic, If CS sign is not passed within three (3) minutes, movement must stop between CS sign and crossing and not proceed until white light on signal box at crossing begins flashing.

Westward movements from transfer track to N.Y.C. must stop between CS sign and crossing and proceed only after white light has started flashing.

Ann Arbor Crews must not leave cars standing on either main or transfer tracks between CS signs and crossing.

Eastward movements from N.Y.C. to main or transfer tracks must not exceed 10 MAH. Starting circuit is located near west switch of crossover, 360 ft. west of crossing.

Westward movements from Cornwell track must not exceed 5 MAH.

Hamburg

Eastward trains, when switching Abrasives Unlimited, Hamburg, must leave train west of flasher restart circuit, which is located 40 ft. west of Hamburg road crossing. Trainmen must flag crossing on reverse move.

Lakeland

Flashing light signals have been placed in operation protecting M-36 crossing, MP 62.53.

Starting circuit for westward trains is located 1400 ft. east of crossing. Starting circuit for eastward trains is located 1500 ft. east of crossing.

Chilson

Chilson Road, MP 65.99, protected by flashing light signals. Westward starting circuit is located 1270 ft. east of Chilson Rd.

Eastward starting circuit is located 1760 ft. west of Chilson Rd. CS sign located 1400 ft. west of Chilson Rd.

If eastward train consumes 2 minutes moving from starting circuit to CS sign, flashing light signals will clear for vehicle traffic. When flashing light signals clear for vehicle traffic account eastward train consumes 2 minutes between starting circuit and CS sign, eastward train must not exceed 10 MAH between CS sign and Chilson Road,

When trains meet at Chilson siding, eastward train, on main track or siding, must not move east of CS sign until entire westward train is west of CS sign.

Coon Lake Road, MP 67.73, just west of Chilson, protected by flashing light signals, Eastward starting circuit located 1600 ft. west of crossing. If crossing not occupied within three (3) minutes crossing signal will clear for vehicular traffic. To actuate flashing light signal again, eastward trains must occupy circuit between CS sign located 200 ft. west of crossing, 20 seconds must elapse before occupying crossing to allow vehicular traffic ample warning of approaching train.

Westward circuit located 1600 ft. east of crossing

Howell

Gatrell Drive, Howell protected by automatic flashing lights and short arm gates.

Main Track — starting circuits are located 1320 ft. east and west of crossing. Crossing must be occupied within three (3) minutes after entering starting circuits, otherwise flashing lights and gates will clear for vehicular traffic on Gatrell Dr.

Howell

Restart circuits are located 17½ ft. east and west of crossing. Insulated joints for restart circuits are painted yellow for ready identification. Due to shortness of restart circuit, trains that stop or operate at low speed before reaching restart circuits, must come to full stop after entering restart circuits to permit flashing lights and gates to actuate and approaching traffic on highway to receive ample warning.

Passing Track - Signals and gates will be actuated by circuits located 14140 ft. east and west of crossing. Restart circuits are located 17½ ft. east and west of crossing. Insulated joints for restart circuits are painted yellow for ready identification. Due to shortness of restart circuit trains that stop or operate at low speed before reaching restart circuits, must come to full stop after entering restart circuits to permit flashing lights and gates to actuate and approaching traffic on highway to receive ample warning.

Owosso

Corunna Avenue - Starting circuit for westward trains is relocated and is now 440 ft. east of Corunna Avenue, Start circuit is marked with CS sign.

The excessive activation of crossing signals at Corunna Ave .must be stopped. The following instructions will apply:

  1. Westward coal trains must stop east of approach circuit. If for some reason circuit is occupied, train must back off circuit. If this is not possible, cut must be made at west end of yard and head end doubled back at least to clear approach circuit.
  2. When a westward train has to double head end over and will then occupy approach circuit, train will back off approach circuit as soon as double is completed. If an eastward train has east lead foul preventing back up move, westward train will not double over until eastward train has departed.
  3. In the event approach circuit is occupied and cannot be cleared promptly, member of crew must go to crossing and direct traffic.

Shiawassee Street

Automatic flasher light signals at South Shiawassee Street, (Route M-52), operated for movements on all four tracks over this crossing. Starting circuits for movements on main track are located approximately 800 ft. from crossing in each direction, Circuits cut out and operation of signal lights stops after movement passes over and clears the crossing.

For movements on the three tracks (other than main track), circuits are located 25 ft. from pavement in each direction. Signals operate until movement passes over and clears insulated joints on opposite side (in each direction of movement) of the crossing.

Owosso

Track to Woodard Plant: Circuit is arranged so when main track switches set for movement into Woodard Plant track signals will cut out and stop operating. Signals will again start operating when movements reach insulated joint on track to Woodard Plant 25 ft. east of pavement. This applies whether or not cars are left on main track east of the switch. All insulated joints are painted yellow.

For movements on tracks other than main, due to shortness of approach circuits (25 ft.) full stop must be made after reaching starting circuits and before movement actually enters the crossing.

Chipman Street — All trains and engines making westward movement from G. T. W. connecting track to Ann Arbor main track, must stop with engine or cars on track circuit, which extends 150 ft. east of crossing, and allow automatic protection to function for 20 seconds before movement is made over crossing.

Ashley

All movements across Garfield Road crossing on team track, siding or track serving Ashley Corp. will be made in accordance with Rule 103 amended.

All movements at night must be protected with a fusee.

Yellow marks have been placed on rail of siding 250 ft. east and 200 ft. west of crossing and on rail of team track 150 ft. east and 200 ft. west of crossing. Cars must not be left parked between these marks.

Cars must not be left parked on Ashley Corp. track between crossing and switch 220 ft. east of crossing.

Lake George

Main Street, NP 1914.2, protected. by flashing: light signals.

Eastward starting circuit is located 1650 ft. west of Main St Westward starting circuit is located 1650 ft. east of Main St.

Track circuit on the siding extends to approximately 70 ft. on either side of Main Street, Trains or engines on the siding must stop on this circuit and permit the protection to operate for 20 seconds before proceeding over the crossing.

All movements across Main Street on the team track will be made in accordance with Rule 103 amended.

Marion

When trains are operated on the siding at Marion, M-66, crossing must not he crossed without first stopping. It must be ascertained that the flasher signals that protect this crossing are actuated for not less than 20 seconds before crossing can be occupied by either locomotive or cars.

The westward approach circuit is located 175 ft. from crossing and the eastward approach circuit is located 75 ft. from crossing. When approaching or passing through this area speed of 45 MAH must not be exceeded.

Mc Bain

Flashing light signals in service at Pine and Maple Street crossings, Mc Bain.

Starting circuit for westward trains is located 2000 ft. east of Pine Street, for eastward trains 2000 ft. west of Maple Street.

Westward trains after entering starting circuit must pass restart circuit marked with CS sign which is located 630 ft. east of Pine Street within three (3) minutes, otherwise flasher will clear f or vehicular traffic. If flasher lights have cleared trains shall not exceed 15 MAH between CS sign and Pine Street.

Eastward trains after entering starting circuit must pass restart circuit marked with CS sign which is located 330 ft. west of Maple Street within three (3) minutes otherwise flasher will clear for vehicular traffic. If flasher lights have cleared, trains shall not exceed 10 MAH between CS sign and Maple St.

Flasher lights f or Pine and Maple Street crossings are for protection of main line only, Trains switching at Mc Bain having left main line, and upon re-entering main line, will not make reverse movement exceeding 10 MAH.

Cadillac

Flashing light signals in service at Chestnut St., Cadillac, MP 227.31.

Eastward starting circuit is located 500 ft. west of crossing. Westward starting circuit is located 500 ft. east of crossing.

Before movement is made on Kraft Food track over Chestnut St., flashing light signals must be actuated manually by member of train crew. Flashing light signals are turned. on and off by turning key controller with switch key to “on” and “off” position Key controller is located on case on west side of Chestnut St. north side of J(raft Food track. After actuating signals, 20 seconds must be allowed for vehicular traffic to clear before making movement over crossing. After movements are completed, key controller must be returned to “off” position without fail, or signals will operate continuously.

 #8 Block Signals

 

All automatic block signals located between Ferry and Milan, including old Wabash Football Wye dwarf signal, are permanently removed from service Train orders and interlocking rules will govern.

Pittsfield

Former automatic block signal 41.7, located 6500 ft. west of eastward home signal becomes eastward approach signal for Pittsfield and will display aspects per Rules 281A, 285A and 291 in Timetable No, 113.

Former automatic block signal 38.8, located 9500 ft. east of westward home signal becomes westward approach signal for Pittsfield and will display aspects per Rules 28].A, 285A and 291 in Timetable No, 113.

Milan

Former automatic block signal 31.9, located 5300 ft. west of eastward home signal will remain as eastward approach signal and will display aspects per Rules 281L, 285A and 291 in Timetable No, 113.

#9 Roller Bearing Trucks The number of cars equipped with roller bearing trucks is increasing and our attention is called to provisions of Rule 825; the importance of taking necessary precautions and setting hand brakes on such cars when left standing.

In switching and moving these cars, if a light hand brake is left applied or air brake not fully bled. off and released, the wheels will slide much more easily on these cars than on friction type journals. It is, therefore, important that when these cars are being switched or moved, hand bakes and air brakes be fully released.

#10 Bleeding Air —

 

Wabash cars in series 300-319 (75 ft. piggyback flat cars are equipped with special AB type air brakes, consisting of two air cylinders, two air reservoirs, one AB valve complete and one relay valve. These cars are equipped with two release rods on each side of car and in order to properly deplete air, it is necessary to see that both release rods are pulled to avoid any possibility of brakes sticking, resulting: in slid flat wheels.

#11 Blind Siding Reports —

 

Local conductors will furnish agents with check of sidings, stating time checked and sign slip on which check is made, Agents with jurisdiction over blind sidings will sue that check is received from conductors to meet requirements of Car Service Rules.

#12 Order Notify” and “C.O.D.” Shipments —

 

Shipments billed “Order Notify” or “C.0.D.” to non-agency stations must not be set out at non-agency station to which billed without first receiving instructions that it is okay to do so from agent having: jurisdiction at the non-agency station to which billed.

#13 Ford Loads with Defects -

 

Whenever practicable, conductors handling Ford loads that develop defects should get in touch with dispatcher, giving him car numbers so he can endeavor to determine if necessary to repair and move it in same train.

#14 Leased Tracks -

 Ashley

Siding Ashley is leased to the Ashley Corporation for joint use by Ann Arbor R. R. and Ashley Corporation crews and derail has been installed at clearance point on east end of siding Ashley.

Handling of flammable compressed gases in tank cars without center sills exceeding 25,000 gals. Capacity (D.O.T. ll2A and 114A specifications)

  1. When transported in a train engaged in pick up or set off service (a train that picks up and or sets off one or more cars at three or more stations enroute), cars shall not handled nearer than second car from both engine or occupied caboose.
  2. Speed of any train containing these cars must not exceed 15 MAH through villages, towns and cities.
  3. All other instructions for handling dangerous shipments will apply.
  4. (d) Yardmasters, Agents, Clerks and Operators at all stations and. yards, will wire Superintendent and Dispatcher when cars are received or are on hand and will not forward until instructed.

#16 Final Terminal Delay —

 

For the purpose of computing “Final Terminal Delay” by train and enginemen in freight service, switches Terminal designed below are the points at which the time begins.

  • Ottawa Yd. Eastward - switch from Cherry St. Main to Ottawa Yard Lead.
  • Owosso New Yard Eastward - main track switch to west lead and yard tracks (opposite Yard Office).
  • Westward — main track switch to east lead and yard tracks (approximately 600 ft. west of Legion Road).
  • Boat Landing Westward - switch from main track to yard lead (opposite Packing Plant).

#17 Pick Up and Set Off Instructions -

TF-1

TF-1 will pick up at Diann, Cement Plant, Milan, Ferry and York. Do local switching Osmer to Vernon inclusive, TF-5 will pick up at Diann. Will not pick up other stations unless instructed.

TF3

TF-3 do local switching Carland to Beulah, inclusive, moving eastbound cars to Mt. Pleasant, Selma and Boat Landing for movement eastward. Will check bill box at depot Ithaca when no agent on duty for list of work.

FT-2

FT—2 will set off at York - Ferry (unless otherwise instructed), Milan and Diann

FT-4

FT-4 do local switching Beulah to Carland inclusive, picking up all eastbounds, deliver interchange cars to P.R.R. Selma. Bring through westbounds from stations Cadillac and east to Owosso for movement west.

Agents will send two copies of message addressed to TF—3 each night before going home, of switching to be performed at Carland Elsie—Bannister, Ashley and North Star. Agent Ithaca will put list of work to be done at Ithaca in bill box at depot Ithaca.

Flat car loads of poles or lumber must not he forwarded from outlying interchange points until such cars have been inspected and accepted by Car Department.

If necessary to move such cars in order to pick up other cars~ handle carefully while switching and leave on interchang a track for inspection, Conductor must notify dispatcher by message of cars left for inspection at first open station or at terminal. Waybills must he left at interchange point.

Agents must wire Car Department at Owosso for inspection if flat car loads of poles or lumber are known to be on interchange. If cars have been inspected a note to that effect should be attached to the waybill.

Bulkhead flats may be accepted without inspection.

Dundee

Deliveries to Dundee Cement Plant must he made as follows:

 

All loads, all empty box cars, all UTLX covered hoppers and all PRR covered hoppers in series 2514,000 and 255,000 are to be set out in No. 2 track. All other empty covered hoppers are to be set out in New track. In event the New track is filled to capacity, any overflow will be handled by and set out at the next station

Milan

Conductors will handle waybills for Milan as follows:

  1. Original waybills and empty card bills for cars delivered to N&W at Milan will be delivered to operator at Tower Milan.
    1. The accompanying copies of waybills for cars delivered to N&W at Milan, and waybills for proper cars for Milan, will be thrown off at Dundee for agent with a list showing: initial, number, commodity, date and time of delivery or placement at an industry.

Loads of Kaiser Jeep autos will have an original and two (2) copies. Original and one copy go to N&W and one copy to agent, Dundee.

 Ferry

Note: No Switching is to be performed by road crews at Ferry when making set off or pick up

At Ferry eastward trains will set off on No. 7 track; westward trains on No. 4 track, Yard engine will line up cars for trains to pick up as follows:

Thru cars east - east end No. 2 track; Thru cars west - west end No. 5, Short cars east - east end Ito, 6 track; Short cars west — west end No. 6.

N.Y.C. south passing track, adjacent to their eastbound main, Ann Arbor, now designated as receiving track for interchange traffic, Crossover switches lined and locked for movement to interchange track.

When making deliveries do not block crossing approximately 1800 ft. west of connecting switch.

Lakeland

Waybills for cars delivered to G.T.W. at Lakeland must move with cars and be left in bill box at Lakeland; Conductor will leave 873 for loaded cars, with list showing initial, number and contents, train, Conductors name, and approximate time of delivery with Agent, Ann Arbor.

Conductor picking: up cars at Lakeland will handle to destination or junction point billed. Empty cars f or which no billing is furnished are to he taken to Terminal unless information can be obtained enroute to permit delivery to destination or junction. List of cars picked up at Lakeland, time, train and Conductor's name, to be left or sent to Agent, Ann Arbor.

Agent, Ann Arbor will prepare interchange, T-15, T-l5A and other reports, form 873 and Conductor's lists.

Ann Pere

Waybills to move with cars. List of cars delivered to C&0 at Ann Pere to be left at Howell.

Howell Waybills for Howell proper cars taking C&0 (PMD) delivery to be left with AA Agent at Howell.

Wheels must be blocked and hand brakes set on cars spotted for Chevron Oil Company at Howell on old mill and new spur track. These are roller bearing cars and. will move on vibration.

Alma

Agent-Telegrapher at Ashley has assumed the agency work for Alma and Ithaca. Waybills for Ithaca and Alma proper cars must be left in bill box at Ashley. Waybills for cars delivered to C&0 (PMD) at Alma must he left in Ann Arbor box on telegraph pole south side C&O Freight House. Copies and list of cars showing date and delivery time to C&0 (approximate time for westward trains) must be left in bill box at Ashley.

Clare

When making delivery to C&0 (PMD) Clare at night and Sundays, leave form 873 in AA bill box and waybills for cars in C&O bill box, Clare.

Trainmen putting cars into transfer track, Clare from west end, will when practicable, shove cars 50 ft, beyond derail.

Temple

When cars are spotted on siding, Temple they must be left at least 80 ft. west of First Street crossing to avoid obstructing view of vehicular traffic.

Selma

Freight crews leave setouts on No. 5 track, Selma. Waybills for cars delivered to the P.R.R. Railroad at Cadillac are to be delivered with cars. Waybills are to be left in box on telephone pole on north side of 13th Street on west side of track.

Frankfort and Owosso will make 873 for cars out of their stations for the P.R.R. Railroad at Cadillac.

Conductors will make 873 for cars which are picked up enroute for the P.R.R. Conductors will leave waybills for Cadillac proper cars, 873 for cars delivered to the P.R.R. and list of cars delivered, showing train, engine number, date, time delivered and conductor's name in telephone box on pole at Belt connection west of Wright Street.

Thompsonville

Waybills for cars interchanged to C&0 at Thompsonville must be left in joint phone box at diamond. C&0 will also leave way— bills for cars interchanged to Ann Arbor in phone box.

Conductors take list of cars set out at Thompsonville to agent Boat Lending showing initial, number and time delivered.

#18 Blocking Highway Crossings —

 

We have been in Court because of a crossing violation on our railroad. Please refer to operating Rule 802,

In addition to this 5 minute blocking: period, a new State Law now provides for a 5 minute lapse, or clear period, between successive train movements and imposes a heavy fine for each violation, or imprisonment, or both.

Train service employees must exercise extreme care and use their best judgment in seeing that highway crossings are kept clear, particularly those in incorporated municipalities, state highways, etc.

Toledo

When trains are yarded on eastbound main track between Hallett and Boulevard interlockings and it is necessary to cut crossing in front of Yard Office, operator Hallett will display sign “Cut yard crossing”. Train crews will arrange to cut crossing.

Diann

Private crossing s at Diana in both the DT&I and Ann Arbor yard tracks must not be left blocked, Special effort must be taken by all members of crews to see that these crossings are left clear.

Ann Arbor

Barton Drive crossing at MP 147.19 just west of Ann Arbor must not be blocked by standing trains.

When necessary for trains to double bill due to mechanical failure, etc., cut must be made to clear Barton Drive,

Road and yard crews delivering to the P.C. at Ann Arbor must not block private road crossing near the end of Economy Baler Plant. Movements over this crossing: must be protected as per Rule 103 amed

Chilson

Brighton Road crossing at MP 66.87 has been blocked by trains in excess of 5 minutes when trains are meeting at Chilson siding.When a westbound train is delayed at Chilson, Brighton Rd. should he cut at once.

When an eastbound train is delayed at Chilson and visibility makes it difficult to cut Brighton Rd., train should lay west of Coon Lake Rd., MP 67.73. Engines can cut off and come to Chilson siding and determine from dispatcher approximate arrival of opposing train.

Train service employees must make every effort to avoid blocking Brighton Road.

#18 Blocking highway Crossings - continued.

Durand

Trains must not block Oak St. and Main St. Durand while waiting for gates to be lined at O.T.V. crossing. If gates are not lined, crossings should be cleared immediately.

Cadillac

The simultaneous movement of trains over Leeson St. crossing, MP 228.59, Selma Yard, Cadillac is prohibited.

When necessary to pass trains at Selma, if one train is within 300 ft. of Leeson St. the opposing train must stop at least 300 ft. from Leeson St. and not proceed until entire opposing train is 300 ft. east or west of Leeson Street.

Cars must not he left standing or parked on siding Selma closer than 300 ft to Leeson Street crossing.

Boat Ianding

Westbound trains arriving Boat Landing prior to 6:30 A.M. with more than 75 car lengths must cut M—22 crossing at Elberta clear of flasher circuit.

#19 Saline Branch The Ann Arbor Railroad has assumed control of the former Penn Central Railroad (crossing the Ann Arbor main at Pittsfield) between Interstate 94 and Saline, Mich, It will be designated the Saline Branch and will he used only with permission of the dispatcher. Rule 93 will be in effects except that movement over the main track at Pittsfield will be by permission from the dispatcher (Instructions for operation of interlocker are attached).

Maximum speed on Saline Branch between Marton Road MP S—1.80 and Ford Motor Co. switch MP S-4.83 is 15 MAH maximum speed on all other trackage on Saline Branch is 5 MAH.

Hoover Bearing - MP S-2.66 - industrial track - derail 1464 ft. from point of switch.

Ford Motor Co. - MP S-4.83 - industrial track - derails as shown on print. The derails nearest the plant have a Ford lock and are operated by Ford. plant guards. Gates are locked with Ford locks and are opened by Ford guards, There are 5 spots (50 ft.) on Ford #2 (inside the building) and 6 spots for unloading plastic on Ford #3 on the west side of the building.

Hoover Stub track — MP S-5.28 - industrial stub

Saline siding — 1140 ft. in length - MP 5—5.82 to MP S—6.11 also used as a team track.

Elevator track — MP S-6.15 - industrial track

Runaround track — 1100 ft. in length. West switch is located at MP S-5.10. East switch is connected to Ford lead. West switch must be left lined for Saline Branch main track,

Track Changes — The part of Ford shipping track No. 2 which extends through roadway and enters building is out of service. No. 2 truck is now stubbed just clear of roadway along side of building-. End of track is protected with bumping block.

New shipping; track designated No. 14 has been placed in service. No, 4 track will spot eleven (11) 50 ft. cars inside building. End of track protected with bumping block.

No, 4 track is connected to No. 2 track by switch 600 ft. from Ford Plant.

Note - engines must not enter building when spotting cars on No. 4 track. It will be necessary to use 2 cars for idlers,

A telephone is located in the southeast quadrant of the connection at Pittsfield.

INSTRUCTIONS GOVERNING OPERATION OF INTERLOCKING

Signals on the Ann Arbor main track normally display proceed.

Dwarf signals governing eastward and westward movements on the Saline Branch are located 150 ft. east and west of the crossing.

Dwarf signals governing movements on the Saline Branch controlled by electric lock stand in the northwest quadrant of the crossing.

Dwarf signals will display the following aspects:

Red-per Rule 292

Green - (indication proceed) for movements on Saline Branch.

White lights in the electric lock housing, when lighted, indicates train is approaching on the main track,

For movements on the Saline Branch — Obtain permission from dispatcher to operate dwarf signals. If no train is approaching: on the main track, proceed as follows:

  1. Unlock housing on electric lock stand.
  2. Move electric lock lever to location marked “Wait for unlock”.
  3. When indicator shows “unlocked”, move lever to full reverse position.
  4. Dwarf signals will then display the green aspect (indication proceed) for movement.

If light indicates train approaching on main track, proceed as above after obtaining permission from the dispatcher. Dwarf signals will display an aspect for the movement after a time interval of four minutes and thirty seconds.

After movement is completed through interlocking-, interlocking must be restored to normal operation.

To restore interlocking to normal operation:

  1. Move electric lock lever to full right position.
  2. Close and lock door on electric lock housing.

Return to train on main track

Rule 290 will be displayed on main track westward home signal for return to train. Operation on main track will be governed by instructions in timetable No. 113.

#21 Unit Coal Train Operation Between Toledo and Owosso Junction

  1. Maximum speed loaded and empty - 30 MAH
  2. Loaded unit trains are to be operated on main line only — other trains are to take siding when meeting or passing On main line or yard tracks.
  3. Loaded unit trains are to be given preference at interlocking meeting points, etc., to avoid stopping.
  4. Avoid heavy and unnecessary application of air brakes.
  5. Do not apply emergency application of air brakes except to prevent accident or injury.
  6. When stopping train, apply brakes a sufficient distance in advance to insure slow and gradual stop to avoid sudden stop from high rate of speed.
  7. Unit train tonnage, including equipment, approximately 13,000 tons.

#22 Unit Coal Train Brake Features Installed on Train Equipment

Account ABD valve graduating release feature installation on unit coal train equipment, the following procedures must be adhered to when train is separated for any reason, or locomotives are detached, to prevent air releasing and allowing train or cars to run down grade unattended.

  1. After train is stopped, engineer must assure that a 25 lb. brake application has been made before separation of train is made or locomotives are detached.
  2. After separation is made the angle cock must be opened and left open, on the detached portion of the train.
  3. After locomotives are detached the angle cock must be opened, and left open, until locomotives are again coupled to the train.

In summary, under no circumstances are unit coal trains, or portion of unit coal trains, to be left standing detached from locomotives unless angle cock is in open position. After the 25 lb. brake application has been made, the engineer will sound one long: blast of the whistle to inform trainmen that this application has been made. The trainmen can then make the separation of the train or detach the locomotives.
