Detroit, Dec. 30, 1889 [New York Times] – Articles of association of the Cincinnati, Saginaw and Mackinaw Railway Company have been filed in the office of the Secretary of State. The capital stock is $5,000,000 and the company is authorized to construct a railroad from the State line between Michigan and Ohio, in the county of Lenawee, North, via Saginaw to the Straits of Mackinac. The incorporators are practically the same as those owning the Toledo, Saginaw and Mackinaw, and the new company will operate that road.

The object of the new organization is to avoid confusion of names with the Toledo, Saginaw and Muskegon, and also to effect a change of the southern terminus of the road. Rolling stock is being purchased and other preparations made to increase the traffic and extend the road, which will be operated independently of all previous connections. James G. Gardner, formerly of the Buffalo and Pittsburg and lately of Minneapolis, has been appointed Superintendent. The southern terminus of the road will be changed from Toledo to Cincinnati, the company recognizing the fact that a direct line to Toledo is already in operation from Saginaw. At Durand the road will form independent connections with the Grand Trunk, Detroit, Grand Haven and Milwaukee, and the Toledo, Ann Arbor and North Michigan, but will early next season push its own line southward as well as northward, thus giving the Saginaw Valley a direct outlet to the Ohio River.

The new company will erect car shops and make its headquarters in Saginaw. After Tuesday the present lease with the Toledo, Ann Arbor and North Michigan Company will cease, and the line line from Bay City to Durand will be operated independently of all existing arrangements.
