Built by St. Louis Car in 1960 as a 45 seat coach for the Union Pacific Railroad and numbered 5506. Conveyed to Amtrak in 1971 and numbered 4566. Converted to Head-End Power from Steam Heat in October 1979 and renumbered 4622. Converted to a table car in October 1983 and renumbered 8600. Assigned as a company service car based in Lorton, VA in December 1996 and placed up for sale in October 2003. Car was eventually purchased by the State of North Carolina and converted into a 56 seat coach with refurbishment of the car being done for NCDOT by the Delaware Car Company. Under NCDOT ownership, the car would be renumbered 400012 and named "Carolina Lily".
