This car was originally built in 1956 by Budd for the Chicago, Burlington & Quincy Railroad as a 50 seat coach. The car was conveyed to Amtrak in 1971 and renumbered 5016. It was later converted into a Cafeteria Car and renumbered 8716. In November 1985, the car was converted from Steam Heat to HEP.
