Bill distributed the minutes in advance of the meeting.
Jay distributed the treasurer's report in advance of the meeting.
Directors discussed the 50th anniversary chapter banquet held October 15. Attendance was 40. Of those 30 paid. The others attended for free, including orginal charter members of the chapter and invited guests. Total receipts were $1,529.50. Total expenses were $2,304.56. Net cost was $775.06.
Directors approved a motion to reimburse Jay for the $1704.56 payment he made to the hotel on his personal credit card. Jay will send an unsigned check to Bill, who will sign it.
Directors approved a motion to make donations to the following charities, in appreciation of the guests who spoke at the banquet.
John suggested that the chapter donate its Bob Flack and Bill Price photos to the Center for Railroad Photography and Art. Gordy thought the Barriger National Railroad Library would be a good home for those photos. Bill said he would talk to Marc Laborde about the collection.
Jay reported that Phil Bush is trying to find a suitable home for some of his historic railroad maps.
Directors discussed the upcoming election. The five officers and Penny have agreed to run for re-election. Carl Franz, who would be up for re-election, is not a member of the board, the chapter, or the NRHS. Bill has recruited one candidate who doesn't live in the area. Some directors thought we should try to recruit another who does live in the area.
Directors agreed to postpone the election until December. Bill will send Clay a notice for the PRN, soliciting other candidates.
Jay will be working on membership renewal notices.
If directors have any ideas for the small grants program, they should contact Jay.
Bill reported on his visit to the open house at the Aberdeen B&O station.
Rick reported that Fort Lauderdale is the likely location for the 2023 NRHS convention.
Directors discussed recent and upcoming membership meetings. John and Stephen have edited and posted YouTube videos of the membership meetings through August. Stephen is looking for a new banner image for the YouTube channel.
Board members agreed upon 2023 board meeting dates: February 16, May 9, August 8, November 10. The February meeting is on a Thursday. The others are on Tuesday.

On September 27, directors approved two motions related to upcoming banquet.

Regarding the Aberdeen station fund raising, Jay has sent a check for $4,120 to the restoration group. He has discovered another contribution and will send another $300 check.
Directors discussed contingency planning for the chapter accounts should Jay become unavaiable. Jay will explore granting read-only access to the Truist accounts. Bill has had some experience with that. Treasury Direct allows only one person to access an entity account. The solution there might be to share the account ID and password.
Nominating Committee -- Bill will contact John Morris to ask him to serve on the committee. If so, John will need to contact Carl Franz. Other directors agreed to seek re-election. Stephen and Bob aren’t up for re-election; Penny and Carl are the directors at large who are up for re-election.
Directors discussed membership meetings:
Directors approved a motion to donate $250 to the Baltimore Streetcar Museum in advance of the August 20 picnic. Jay will mail the check.
Directors approved a motion to set the price of the October 15 banquet at $47. Banquet details are being worked out.
Directors agreed to invite the outgoing and incoming national organization presidents to the banquet, along with the regional vice president. Directors decided to invite Rudy and Ann Ruth Volin as guests in honor of Rudy's standing as a 75 year member of NRHS.
The next meeting will be November 10 (Thursday) at 8 p.m.

On May 17, directors passed a motion to recommend to the membership that we grant an honorary life membership to Rudy Volin, because of his contributions to the Potomac Chapter.
Voting in favor were Bill Holdsworth, Penny Dixon-Gumm, Jay Creswell, Rick Davidson, John Sery, and Stephen Sery.
The board received nomination emails from four chapter members, Alex Mayes, Teresa Renner, Clay Moritz, and Diane Moritz.

Jay distributed the treasurer's report. So far, we have collected $100 in donations for restoration of the B&O Aberdeen station. We should remind people at the membership meeting.

Directors approved Alex Koehler as a new member. The group discussed anniversary pins.
Directors agreed to participate in the August 20 Baltimore Chapter picnic at the Baltimore Streetcar Museum. Bill will notify Charlie Plantholt.
No news on the October 1 banquet.

Directors voted to recommend that the membership approve a matching grant program for the restoration of the Aberdeen, Maryland B&O station. The chapter will match member contributions dollar-for-dollar up to $5,000. The deadline for member contributions will be July 1.
Directors agreed that the March membership meeting will be via Zoom. Jay will cancel the reservation at the Executive Office Building.
Directors agreed to hold the April meeting in person. John suggested we might want to switch to quarterly in-person meetings and keep the others on Zoom. Participation in Zoom meetings has been better than the historic in-person attendance. There was discussion of allowing Zoom participation in in-person meetings. But there is no apparemt solution to the problem.
Jay has reserved the EOB auditorium for May and the EOB cafeteria for June. The national NRHS convention conflicts with May meeting.
The banquet is scheduled for October 1. Kevin Keefe is scheduled to speak. Jay will work out the starting time with the hotel.

Directors discussed the chapter banquet scheduled for March 19. They were concerned that the current COVID conditions make holding the banquet as scheduled unwise.
Directors approved a motion to postpone the March 19 banquet and authorize Jay to work out a new date this fall with the hotel and speaker Kevin Keefe.
Directors approved a motion to reschedule the February 8 board meeting for 7 p.m. February 15 via Zoom. Bill’s availability for February 8 is uncertain.
Directors discussed the restoration effort for the Aberdeen, Maryland B&O station.
